“Commensurate with the full restoration of South Korea–China relations, we will work to make the West Sea a sea of peace and shared prosperity, and we will also move to restore cultural exchanges — including content — gradually and in stages,” Wi said.

“Even so, there is a shared understanding of the importance of cultural exchanges. We intend to expand areas of cultural common ground that both sides can accept in order to resolve the issue.”
Wi further said that working-level consultations have been ongoing in the run-up to the Lee–Xi summit, and that the Lee administration will continue to explore solutions at the summit as well.
However, Wi said it would be practically difficult to hold a large-scale K-pop concert in China during Lee’s state visit.
“I think it would be difficult to actually hold a concert on this occasion. The preparation period is short, and there is a lot that would need to be coordinated," Wi said. "We would like to hold consultations so that such an event can take place in the future."
Wi also acknowledged differences between Seoul and Beijing over how to expand cultural exchanges.
“We are much more open and outward-looking, while China, I think, holds more traditional views,” Wi told reporters. “For now, the realistic approach is to start with areas where both sides can form new common ground, then gradually expand that scope and deepen mutual understanding."

On the security front, denuclearization of the Korean Peninsula will be discussed.
“We believe that peace and stability on the Korean Peninsula, as well as the issue of denuclearization, are core topics of the talks, and discussions will take place accordingly,” Wi said when asked whether Lee would ask Xi to serve as a mediator to resume dialogue with North Korea.
“Given our expectation that China can play a constructive role, the discussions are likely to proceed in that direction,” Wi added.
The Lee–Xi summit comes at a critical juncture as the Lee administration seeks to leverage US President Donald Trump’s planned visit to China in April to resurrect long-stalled nuclear negotiations with North Korea.
Wi, however, declined to say whether a commitment to the denuclearization of the Korean Peninsula would be included in any joint statement that could be issued after the summit.
“When we prepare for a summit, we do not always have a specific joint document in mind. Sometimes we do, and sometimes we do not,” Wi said. “At this point, no joint document is being prepared or discussed, which makes it difficult to say what would or would not be included.”

Lee’s China itinerary in brief
Apart from the summit, Lee plans to attend a Korea–China business forum on Monday morning to meet with business leaders from both countries and discuss ways to forge new economic cooperation, drawing on complementary strengths in sectors such as manufacturing, consumer goods and services.
On Tuesday, Lee will meet Zhao Leji, chairman of the Standing Committee of the National People’s Congress, and then hold talks and a luncheon with Premier Li Qiang.
